How LED light bulbs enter the Japanese market across certification thresholds

I. Background:

Before the great earthquake in Fukushima, Japan, the Japanese government began to implement the "ecological points" program and began to establish and implement the Green Purchasing Law and the Electrical Appliance Safety Law (hereinafter referred to as the Electric Safety Act). These policies include energy saving incentives for lighting facilities. For areas using LED lighting, the price of electricity is further reduced according to the degree of energy saving. This series of measures did not play the expected role due to the lag in the formulation of Japanese standards. However, after the Great Fukushima Earthquake in March 2011, all nuclear power plants in Japan were shut down. This means that Japan’s power supply suddenly experienced a huge gap of 30%. In the short term, there is no hope of open source, and throttling has become the main measure to solve the power shortage problem, which catalyzes the blowout of the LED consumer market in Japan. According to data revealed by the Japan Lighting Industry Association at the "Asian LED Summit 2012", sales of LED lighting in Japan increased by 268% from the previous year in 2011, and in 2012 it is expected to increase by another 185%.

Japan's huge market demand is of great attraction to China's LED lighting manufacturers, but it is not so easy to enter the Japanese market. In addition to the well-known LED patent threshold, the standard is the manufacturers who are interested in the Japanese market. A technical barrier to trade. This article will introduce LED bulbs that are newly added to the regulatory scope as an example, introduce the main contents of relevant Japanese laws and regulations and test standards, hoping to help domestic LED export companies.

Second, PSE Introduction PSE English full name is Product Safety of Electrical Appliance & Materials, it is Japan's electrical products mandatory market access system. Japan’s “Electrical Appliance Safety Law” classifies electrical products into “specific electrical products” and “non-specific electrical products”, and is commonly referred to as diamond PSE certification and round PSE certification in China. Diamond PSE certification must be approved by a third-party certification body authorized by the Japanese Ministry of Economy, Trade and Industry. The circular PSE can be self-tested and self-declared (of course, through a third-party certification body, such as DEKRA's test and issue a statement with a stronger market acceptance), to confirm compliance with the Japanese electrical supplies technical benchmarks, and round PSE logo.

Third, the development history of LED bulb-related laws and regulations The Japanese cabinet passed and announced the revised Japan Electric Safety Act on July 1, 2011, adding "LED bulbs" and "LED lamps" as the control target products. The new electricity safety law will be officially implemented on July 1, 2012. According to the ninth item of Table 2 of the Electric Safety Act, the rated voltage is 100V to 300V, the rated frequency is 50Hz and 60Hz, and the rated power is 1W or more, and only one LED lamp bulb is incorporated into the control range.

In order to further clarify the scope of application of LED bulbs, the "Explanation on the scope of electrical appliances, etc." (implemented on April 2, 2012) gives the following supplements:

The standard bulb LED lamp for general lighting specified in JIS C 8156 (2011), and similar bulb LED lamps. Namely: the rated power below 60W for JIS C 8156 is standard, the rated voltage is greater than 50V and less than or equal to 250V, E-shaped (including E11, E12/E15, E14/E20, E17/E20, E26/E25), B-shaped B22d) or GX53 lamp self-ballasted LED lights, are subject to regulation. Not within the scope of JIS C 8156 (2011), but at the same time meet the following three conditions, this stage is also subject to control:

(1) The bulb has a spherical shape;

(2) For general lighting purposes in a home or similar place;

(3) Lamp cap conforms to JIS C 7709;

Fourth, LED bulb test standard LED bulbs can currently only use one provincial order (Japan's national standard in Japanese), and the two provincial coordination standards have not yet been introduced, so LED-related IEC standards are not within the scope of the "Electrical Appliance Safety Act" . However, Japan has already formulated the JIS C8156 standard, which is based on IEC 62560. Although it is still not accepted as a provincial or provincial coordination standard, it is not designed to avoid the risk of subsequent standard changes. The eighth order of the Provincial Order No. 1 is a general requirement. It includes twelve chapters:

(1) Material (Material);

(2) Construction;

(3) Components;

(4) Deviation of power consumption of power and other electrical parameters;

(5) Radio noise strength;

(6) Running stability against supply voltage fluctuation;

(7) Double-insulation construction (Double-insulation construction);

(8) Starting characteristic for motor;

(9) Leakage current measurement;

(10) Cathode ray tube and it's accessories;

(11) Solar battery requirements (Solar battery module);

(12) Marking.

Due to the characteristics of LED light bulb products and LED light bulbs generally do not have motors, cathode tubes, and solar cells, Chapters 8, 10, and 11 do not usually need to be considered.

The eighth order (86-6-2) of the Provincial Order No. 1 (86-6-2) is a special requirement for LED bulbs. It adds the following requirements to the general requirements:

(1) The lamp live parts must be copper or copper alloy;

(2) Lamp size must meet the requirements of the standard JIS C 7709-1;

(3) LED light bulbs with a capacitance exceeding 0.1 μF in total capacity shall be constructed so that the residual voltage between different polarities does not exceed 45 V after the power supply is disconnected at a rated voltage for 1 second;

(4) The light output must not cause flicker;

(5) The design and structure should ensure that it will not cause smoke, fire or other hazards during normal use;

(6) Lamp head mechanical strength (anti-torque) requirements.

V. Countermeasures In the face of new technical barriers, LED bulb manufacturers interested in the Japanese market should take the initiative to understand the relevant laws and regulations, and consult a competent certification testing organization to adjust product design ideas in line with their own product characteristics in order to break through the technical barriers as early as possible.
