Shanxi 350,000 solar street light project completed tender

7 On July 7, 2013, the one-month Shanxi street lamp bidding project was completed. According to the bidding announcement, a total of 47 companies won the bid for 47 bids. The total number of street lamps was 352,160,000, the total amount of the winning bid was 187.172 million yuan, and the average price of the winning street lamps was 5,315 yuan/one. Up to now, this project is the largest street lamp bidding project in China.

According to statistics, the distribution of 47 winning bidders is concentrated. As shown in Figure 2, Jiangsu, Shandong and Shanxi have the largest number of successful bidders, with 11, 6 and 6 respectively. The winning bids in Jiangsu, Shandong and Shanxi were 439 million, 271 million and 242 million, respectively, accounting for 51% of the total; the number of successful street lamps was 82,300, 50,300 and 45,300, respectively, accounting for 51%. Among the successful bidders, there are only a handful of mainstream street lighting companies, only Xiamen Xinda, Sichuan Xinli Light Source, Lianchuang Optoelectronics, Jiangsu Shifu and so on.

GL GLII believes that as the largest LED street lamp project in China, there are some defects in the development of this project, and it has not played a positive role in promoting the LED industry. There are deficiencies in this bidding process:

1) The bidding time is short, the quality can not be controlled, only one month before and after, the actual test of Led Street Light products can not be carried out, and the technical ability and product quality of the actual LED street lamp of the bidding enterprise cannot be controlled. As a result of the final bid, the actual LED street light mainstream enterprises accounted for a small proportion, and some enterprises have no LED street lamp production capacity.

2) This tender is easily imitated by other regions. For the LED industry promotion, the government's behavior of promoting LED lighting applications itself is commendable. However, if the quality can not be controlled in the promotion process, the promotion will often play a counter-productive role, and it will also overdraw the future market demand. The best companies that ultimately lead to LED lighting products are often unable to benefit from the market.
